Measure L Information

Thanks to Lancaster voters, Measure L passed in the November 2012 election with more than a 70% approval rate. We know that our community members, business partners, and staff believe that ensuring our students have access to quality facilities, technology and educational programs is important. With Measure L funding, community support, and staff dedication, Lancaster School District will make 21st Century teaching and learning a reality for every child, in every classroom, in every school throughout the District! The Citizen's Oversight Committee (COC) is comprised of District employees and various community members and is tasked with ensuring that all funds are spent according to the provisions outlined in the bond.

Measure L-General Obligation Bonds passed by the voters November 6, 2012.
- Bond Debt capacity is $63,000,000 with the first issuance to be $29,510,000.
- Bond repayment to be $24 per $100,000 assessed valuation
- Bond approval of old COP debt to be paid off with the first issuance which was $14, 890,340
- Bond Trustee expense taken from original issuance, $100,887
- Remainder of Bond monies were received April 3, 2013 into Fund 21, Bond and Redemption Fund which was $14,518,773 to be used for the approved Endeavour Middle School Gymnasium and Sports Field Joshua Modernization
- District’s match to ERATE infrastructure for district wide wireless
Only approved projects have been paid from Measure L funds.
Endeavour Gymnasium and Sports Field
- Original ENMS plans had a gym but was removed from the plans due to not having enough money to build it. We used Facility Hardship money to build the school and there wasn’t enough money to also build the
- New plans had to be drawn due to original plans past the 4 year timeline of the approval. We then had to send out a Request for Qualifications, RFQ for the architect (required by State)
- We then had to look at different gymnasiums to see what would be the best gym for our District and price range. Flewelling & Moody were selected as the architect and they started meeting with us and showing us plans for different gyms. Plans were selected and the architect then had to get all approvals from city and
- We took the Sports Field off the Gymnasium plans because they didn’t need DSA approval and we could get started on before the gym. Approval to go to bid on February 16, 2016
- We have approval from Calif. Dept. of Education and are waiting on the approval from Division of State Architect (DSA) for the
- We will have to decide how we are bidding the Gymnasium. We originally approved the usage of Lease-Lease Back method of construction and are still awaiting guidance on this
Joshua Modernization
- Due to the school being so old we had to have a structural engineer certify its structure for safety. The State has a program, AB 300 for Seismic Retrofit. We will receive money to help with the retrofit additional
- Meetings have been held with the architect and drawings have been approved. At this time we have approval from the Dept. of Education and Division of the State Architect (DSA) but we are still waiting for the approval of the AB300 Seismic Retrofit. We will then go to bid for the 1st Phase of the Administrative offices and Fire, Life and Safety equipment and program
- Buildings A and C will be modernized and become the Administration
- Installing additional restrooms for students and staff that meet ADA
ERATE Match for Wireless Infrastructure
- All school sites and district office are wireless except Miller and Discovery. We have approval from ERATE to match at our 15% level for Miller and Discovery to also have wireless infrastructure. We did not have this included in the original plans for these schools due to them being built with State Hardship funds and the plans for these sites were developed before wireless
- Presently all school sites have a wireless access point that can handle up to 40 devices in every other classroom. Our ITS Department has applied to ERATE to have all classrooms have a wireless access point and it has been approved.
