What is the HOPE Program?
The California HOPE (Hope, Opportunity, Perseverance, and Empowerment) for Children Trust Account Program provides a one-time, state-funded investment account of $3,000 to eligible youth. Children who have been in California's foster care system for more than 18 months and youth who lost a parent or caregiver due to COVID-19 may qualify. HOPE funds are available for withdrawal between the ages of 18 and 27. Funds must be withdrawn as a single, full distribution and cannot be accessed in installments. There are no restrictions on how the funds may be used, allowing youth to apply them toward their individual goals as they transition into adulthood. HOPE funds are not counted as income when determining eligibility for certain state benefits, including Medi-Cal, CalFresh (SNAP), and Cal Grants. Youth ages 13 and older may apply on their own. For youth under age 13, a legal adult must complete the application on their behalf.
