Q: What is Measure LS?
A: Measure LS is the Lancaster School District classroom repair and school safety measure that will appear on your November 5th ballot.

Q: Why was Measure LS placed on the ballot?
A: While Lancaster School District has top-performing schools, many of our schools were built more than 60 years ago, and some of the classrooms, science labs, and facilities at our schools haven’t been upgraded in 30 years. It’s time to upgrade and repair our schools so they can serve our students, families and community for decades to come.

Q: What health and safety upgrades are included in Measure LS?
A: If enacted, Measure LS funding will upgrade our schools to meet health codes, improve student safety and campus security, and provide facilities needed to support high quality instruction. There are more than 300 portable classrooms at our schools. Many are more than 25 years old and falling apart, including structural damage and water leaks. If enacted, Measure LS funds will replace decaying portables with modern, permanent classrooms.

Q: What other priorities does Measure LS address?
A: If enacted, Measure LS funds will maintain academic excellence while serving the needs of the whole child, including keeping children away from crime and gangs. Measure LS is designed to address priorities identified by parents, teachers, and the community, including:
- Upgrading schools to support high quality instruction/meet health codes
- Improving student safety and campus security
- Providing facilities needed to support high quality instruction
- Repairing/replacing deteriorating roofs, plumbing, heating, ventilation, gas lines, sewer lines, and electrical systems
- Removing asbestos and lead pipes
- Keeping technology up to date

Q: Does Measure LS include fiscal accountability requirements?
A: Yes. Measure LS requires Independent Citizens Oversight, annual audits to ensure no funds go towards administrators’ salaries and benefits, and public disclosure of all spending. By law, all Measure LS funds must be used for Lancaster School District schools and cannot be taken by the State.

Q: How much will it cost?
A: Measure LS is a $122,100,000 school bond measure. If passed, it will cost homeowners 3 cents per $100.00 of assessed (not market) value. The length of the tax will vary over the life of the bonds. Bonds will be sold over a number of series, with bonds in each series maturing in 25 to 30 years. All bonds related to Measure LS should mature no later than 40 years after their first issuance.
