English Learner Advisory Groups
DELAC
A district-level English Learner Advisory Committee comprised of parents, staff, and community members designated to advise our district officials on English learner programs and services.
The DELAC advises the Board of Trustees on at least the following tasks:

Development of the district Master Plan for education programs and services for English learners

Conducting of a district wide needs assessment on a school-by-school basis
-
Establishment of district program, goals, and objectives for programs and services for English learners
-
Development of a plan to ensure compliance with any applicable teacher and/or teacher aide requirements

Review and comment on the school district reclassification procedures
-
Review and comment on the written notifications required to be sent to parents and guardians
ELAC
A school-level committee comprised of parents, staff, and community members designated to advise school officials on English learner programs and services.
The ELAC is responsible for the following tasks:

Advising the principal and staff in the development of a site plan for English learners and submitting the plan to the School Site Council (SSC) for consideration of inclusion in the School Plan for Student Achievement (SPSA)

Assisting in the development of the school-wide needs assessment
-
Ways to make parents aware of the importance of regular school attendance
-
Electing at least one member to the District English Learner Advisory Committee (DELAC)
MEMBERSHIP

At least 51 percent of the voting members shall be parents/guardians of English learners.

Members shall serve for a one-year term.

Elected officers shall serve for a one-year term. Officers may run for a second term of office. Officers may not run for a third term unless it is for a different position.

Each member shall have one vote.
OFFICERS
The percentage of parents/guardians of English learners serving on the ELAC must be at least the same percentage of English learners in the school.
President

Conducts the meetings

Reads the minutes of the previous meetings

Gets input from the members and listens to concerns
-
Other duties as determined in the local ELAC Bylaws
Vice-President
-
Assists the President in conducting the meetings
-
Conducts meetings in the absence of the President
-
Other duties as determined by the local ELAC Bylaws
Secretary

Needs to be present at all the meetings
-
Writes detailed minutes of the meeting with the assistance of the EL Chair
-
Makes certain that the comments and advice from the members are included in the minutes
-
Informs members of all meeting dates and place of the meeting
-
Informs the office of the meetings and posts the agenda in the office
DELAC Representatives

Attend DELAC meetings
-
Report on interests and needs back to the ELAC at the school site
